My goodness, that's a rather sad sight. Looks like a modeler tried to remove the paint with brake fluid and toothbrush.
This GE must have been painted with lacquer based paint. Photo taken at Brooklyn Yard in Portland. It was very rare to see anything but EMD power north or east of Roseville.
What year was the photo taken? Because it could be original GE paint done in Erie, or it could have predated the rule.
Yeah, I think post spsf timeframe. Before the Emron paint formulation took off. And of course, the sac shops are closed so nuthin's gettin painted in Ca with any kind of paint.
