It's a Watchman heater. It's basically an oil-fired block heater - the same as an old-school home oil furnace - for locomotives that have to be turned off in cold weather where there are no heated facilities to store them in. A lot of switchers had that option, depending on where they were assigned (like the boonies, way past where Daniel Boone lost his mukluks...).

The Great Western Railway of Colorado ran steam late and happily, and at least two of their locomotives are in operation today in the east. There may be others. 2-8-0 No. 60 serves on NJ's Black River & Western RR and 2-10-0 No. 90 serves on PA's Strasburg RR. Both were acquired in the later 1960s.
